Hi, does anyone know how to get access to the regulations.bin file on the PS4? Or how to make a custom patch that would make it possible to replace the default one?

Yes. But you need to have a jailbroken PS4. Look up the Modded Warfare Skyrim tutorials and you should be golden by following the pkg formats.
