PS3 Questions about EBOOTs

What's the difference between a modded EBOOT and a debug EBOOT?
What are some advantages over the other?

Modded eboots tend to have cheats preapplied like infinite ammo etc. You can't turn them off without another mod. Debug eboots can be used with RTM tools to help develop new cheats or apply them. I myself just mod my eboot and swap them as needed. A bit more work but I don't need to use my PC for this.

Can the cheats be used interchangably between the two different EBOOTs? For example, lets say I found I cheat from the Debug EBOOT, can I then add that cheat to a regular EBOOT and mod it so I won't have to use RTM tools or a PC for nextime?
Just to make sure, what are RTM tools again?
