PS2 Slim PS2 glitch back to browser menu, but reads discs?

Got a 77001 slim PS2 with an issue I've never seen before and I've worked on hundreds of these things.

The laser reads any disc I put into, but immediately leaving the memory block screen on power up like it's going to start playing. Thing is, it defaults to the browser menu afterwards, showing the disc that's in it (correct disk color displayed) and if you click it, it looks like the game is going to start for less then a second and immediately goes back to the browser without ever showing the PlayStation 2 logo screen.

I changed the laser twice with the exact same thing happening. I wasn't sure what to look at so I checked board fuses and looked for shorts but no luck finding a fault. What could this be?

This is a good indicator you have a failed component on the motherboard that controls the disc drive. There are some common ICs that fail on the slim, usually you just don't read the discs but in some cases you can see this happen, will also happen on the fat too. If you know how to work on electronics you'll want to start checking the ICs for the optical drive until you find something out of spec.
