if you'd like to PM me I can send you the info, I'd be interested to know if it still loads the site decently from somewhere outside canada, since the VPS is hosted in Montreal

You can have it cache static files (images etc.)

I think i found the issue.

The problem is not the SSL cert, its the cipher!
I made a demo site that works with a LetsEncrypt 2048 bit RSA cert.
I tested 60 ciphers and only 4 worked with the ps3.

If you add one of the following ciphers to the webserver, ps3toolset will work again.

AES256-SHA256 <- This is the best one
AES128-SHA256
AES256-SHA
AES128-SHA

On the latest firmware the ps3 supports TLS1, TLS1.1 and TLS1.2
