PS4 "Waiting for instal..." stuck at while installing DLC

I'm experiencing this problem with Horizon Zero Dawn: Complete Edition.
Only one DLC has this problem.
I tried contacting live support on PS site, but ofc they didn't helped....

Things I tried:
-I reinstalled whole PS4
-Rebuild Database
-Restored Licence option in settings

And ofc I checked, and I know for sure that region of disc game and PSN account are same.
The game came with bundle when I bought the console in 2021 (new).


PS. The Odd thing is that PS4 "thinks" that I don't own the game. so it shows the "Buy now" option instead of "Play"

I have similar problem. I've bought "Plague Tale: Innocence" on PC but on PS4 shows as demo and act like demo. So far Sony doesn't give a shit... Their only brilliant hint is format drive, restore licenses and other bullshit reading from template. While problem lies on their network side.
