PS2 Weird vibration issues

I seem to have much weaker vibration using the original (at least it looks like one) dualshock 2, than using the original dualshock 1 controller, also in some games, like nfs underground 1, the vibration on ds2 is almost nonexistent, while the ds1 gives a very good, powerful vibration, how can i fix that? Btw it's not a ROM issue, all games have that problem
 
Test your controller with:

To test vibration, hold ':but tri:', then move the left joystick down for the strong motor (that seems to have 96 positions), or press up and down on the directional pad for the weak motor (that has 2 positions).
If you only have a weaker or strong vibration one of the vibration motors is not working.

Additionally open it up (DS2) and check if the wires to the vibration motors are properly connected:

everything seems okay, but nothing happens when i press triangle + d-pad down, it only turns off the small motor vibration. if that's how it supposed to be then everything is okay. i dont understand why is the vibration so bad in the games then

You are right.
:but tri: + :dir up: is for weak vibrations.
:but tri: + :left down: is for strong vibrations.
If you menage to get them to work simultaneously then everything should be ok.
