PS1 What can I use to rebuild games I dumped?

One thing I am planning on working on is a mod of NHL 2001 on the PS1 that replaces the old players and teams with modern ones. Just one problem: I'm not sure what program I could use for rebuilding the bin/cue files for use in an emulator. Does anyone have a suggestion for a program that serves that purpose?

Nero Burning ROM, Mode 2/xa, disc-at-once burning.
 
I use IMGBurn to do this. Tool is free, easy to use and works like a dream. It also modern software so no compatibly issues like Nero can have. I use this tool all the time to combine multidisc games into a single file for PS3/Vita useage.
