What do I do my vita came with 3.69 already installed

Unfortunately, with the PSVITA on 3.69, you cannot do pretty much nothing, i belive 3.69 patches the H-Encore completely, and THE FLOW already ended his work, and released the source code for the exploit, so don´t expect a 3.69 exploit anytime soon.

The best its what you can do, its either sale the system,and get a new one, or swap with the boards with a broken unit, and if you belive that its on 3.68 or below.
 
Aren't Vitas out of production, no "NEW" one should come with unhackable FW unless where you bought it from updated it

In a realistic perspective, id say yes, THE_FLOW its out of the VITA scene, so don´t count on him to come back, he made a clear statement, that the 3.68 H-Encore would be his last work, with the VITA scene.

Someday, someone might pick THE_FLOWs work, and continue the exploit for 3.69, but for now, don´t get your hopes up.
 
Well, you can always use vhbl, ark WAS gonna be ported, but the creator qwikrazor87 , is in jail because of his stupid brother ....
(A can of worms you DONT wanna open)
He will be released in like 2 years
