PS3 Why some games alternate between two resolutions on boot question

got mine ps3 on april and i've been enjoying the hell out of it and already beaten around 20 of then and during those gameplay times various games on my tv had the habit of first booting on 1080p and after few seconds go to 720p,can someone anwser why?
 
I've seen that happen with the ps2. I have mega man x collection, and the games run in 240p while the menus and title screen are 480p. I have the system connected to a framemeister, since my tv doesn't support 240p. it shifts between those resolutions, so the framemeister has to convert the signals each time. it takes a split second when going between the games and the menus because of that. anniversary collection, on the other hand, is either all 240p or just 480p, menu or not. I have all signals converted to 1080p.
 
It's usually due to the devs not being able to keep an acceptable FPS as the system was hard to develop for using the CELL CPU and the RAM limitations. It had half as much as the 360 but didn't mean they couldn't produce beautiful games. It was mainly first and second party games that looked superior due to not having as many constraints of time and budget as third party development teams.
 
they reduced the os ram a lot (I.e. google memory footprint), but it's still higher than the 360's. it's impressive what both companies have done with so little ram. btw, it was a university that made this discovery. it's never been mentioned by sony afaik.
