RCE basically means that the disc itself appears to be region free but when launched, the menu program manually queries the player's region and if it does not match a value coded into the menu program itself, it jumps into a "menu" that shows a region error, without any buttons and all user operations prohibited, meaning you can't play the movie.
Setting the region through CFW tools does not appear to circumvent this. Surprisingly, changing the region through multiMAN does the trick.
@Evilnat Maybe you could check what multiMAN does when the BD / DVD region is changed and do that in the CFW tools too? Would be greatly appreciated.
