have you considered adding CEX2DEX to xai_plugin? you never have answered about it and I can only tell from my own experience it works fine, at least on 4.21 :D

maybe leaving QA for DEX, but I wanted it for completeness

have forgotten to add about sys_tty_write, but it will give you some more additional sys debug output, thus I really wanted to have it fixed

No was done by another dev here though. He does have the precompiled binaries in his GitHub that work fine. Anyhow been using that CFW for a while it is issue free from my end.

It looks like that PUP is the private beta made by DeViL303. IIRC it is not using the latest Cobra 8.3 build or xai_plugin.
Evilnat made a few changes between July 21-25, one month after the release of this PUP (Jun 21).
xai_plugin also had modifications on July 25 (date of the official release). So for completeness, you would need to update the latest cobra payload, xai_plugin and the CFW Tools menu extracted from the PUP.

@aldostools thanks for the 'latest cobra payload' link. I updated my cobra stage2.cex and stage2.dex files but wondered about the others e.g updated failsafe lv2 etc? Any other files I should update or recommended (on rebug 4.84.2)?

CORE_OS files like lv2_kernel.self require to rebuild the PUP, if you use the official Rebug PUP.
Rebug PUP by DeViL303 already has the modified lv2_kernel.self as mentioned in the private release made public by @atreyu187 .
Not sure if there is anybody looking for something like this, but if anyone is interested in trying this out, its basically Rebug 4.84.2 REX but with all the cool new stuff from Evilnat 4.88.1 added, like Cobra 8.3, built in fan control, one click act.dat creation, one click QA flagging, plus a few extra little subtle tweaks of my own.

Use at your own risk - This has only been tested by me on 1 NOR and 2 NAND consoles (CECH2103B CECHG03 and CECHC03), I have tested all the usual stuff, QA flagging, creating act.dat, fan control settings, converting to DREX.

The only thing I would like to change is to replace the debug cobra payloads with the 8.3 versions.

Note: This has Evilnats xai_plugin running as xai_plugin.sprx, and the extended xai_plugin by bguerville running as videodownloader_plugin.sprx, this last one is used for rebug specific options and for the extra toggle I added for socat payloads.

BTW The package linked above installs a temporary lv2_kernel.self that is loaded by the EBOOT and remains in memory until the next reboot. In this case updated failsafe lv2 hasn't practically any function if used on the official Rebug PUP.

@Evilnat did an unofficial rex 4.84.3 rebug with Evilnat CFW 4.88.2 tools.
I think it's more stable.

Evilnat's PUP includes the latest releases of Cobra payload + CFW tools menu + xai_plugin.
DeViL303's PUP is older, but has a few additional mods. If the files are updated manually or with the pkg provided by must5llx, both should PUP should have the same stability.

I started to implement it a while ago but I had to stop it because of my work that took a lot of time, but I want to add it

BTW I updated the OP with the latest status. Added 6 new items.
One is a bug in Cobra's PhotoGUI support. I reported it on your Github. It's very easy to fix.

I have done the explore_plugin_full.rco patches from 4.88 for Evilnat 4.89. I'm stealing the instructions from @Agrippa, and also thanks to Evilnat and DeViL303 for listing the steps and files necessary for the patches. This should restore app_home/PS3_GAME and the loading icon animations.

For anyone willing to do this patch, you can edit .rco files with a program called RCOmage, listed on the PS3DevWiki.

Here is the explore_plugin_full.rco for people who do not like the sudden visual changes in the new 4.88.2 4.89 version of the CFW.
1. Original loading animation - restored.
2. app_home/PS3_GAME - restored.

Unpack and replace the file in the dev_flash/vsh/resource.

I prefer app_home/PS3_GAME over app_home/Playstation 3
 
There is no need to remove the blacklist, because there is no HDD support in the ps2_netemu. Debug information is accessible after a button combo. That is how it does look like in the 4.88 CFW - only the temperature mod is applied to the emulator.

True. The point is that the ps2_netemu.self in the link that I included already has the mods that I mentioned. So anything additional is needed to do, just include it in the PUP :D

The debug mod shows the game information the first time the PS menu is displayed. So the user doesn't have to remember the combo, except if he/she wants to show the information again in the same session.
 
But these debug settings are not useful at all. There is no benefit to have them activated by default. Not to mention the strings are left untranslated and they disappear after calling the overlay menu second time onwards.
 
Some extra feature requests for CFW 4.89 if @Evilnat agrees with these:
1. A built in save backup to copy/delete your saves in CFW Tools (even though Apollo is preferable. an XMB method without PSN would be great)
2. Adding latest webman (including PS2Config database requiring PS2 configs on launch of PS2 games and PS3 update database for offline purposes) to CFW
3. Removing the useless PS2 saves folder now that we can make use of the PS2 memory cards on CFW (some corrections might have to be made to the placeholder for CFW because chances are it might have issues without that folder)
4. Turning the PS2 classics placeholder into a built in system app to launch PS2 games that you can't remove. With inclusion of all configs from PS2config database. (Some may not agree with this but i would agree with being able to play ps2 games directly from the first installed cfw)
Alternative 4. A built in PS2 emulator from the placeholder with at least the configs installed to hdd0
