PS2 Devkits with DVD support

As we probably all know, all the DTL consoles don't have DVD Video support. Why - I don't know. Someone tell me, please. I was wondering if any developer consoles do exist (publicly) with DVD Video support?

Obviously, Sony would have had and used them internally because no shit how else would they have tested the DVD player…but yeah, would anyone know about the internal ones that Sony had? Or if there were other ones with DVD Video support? Because obviously they had to exist but there's NO DOCUMENTATION AT ALL.

Also, can a DTL console without DVD Video support be modded to have it?

The reasoning is most likely because discs are flagged for use with the TEST unit to read back on the console as prototypes perhaps?

The playback is unsupported most likely to avoid DVD Video licensing fees. The access to the DVD Video disc is granted by the MECHACON after decryption of a DVD Player KELF. But DTL MECHACONs have got such KELF files blacklisted in firmware.

I guess there's no way to remove them from the blacklist. This happened with the very first DVD Player update disc, since it broke copy protection and region locks, and some unlicensed Datel discs were blacklisted later as well so they won't load even with a modchip.
The PS3 devkits with DVD and Blu-Ray player support are called "AV tools", I think, so PS2 must be the same since they also had devkits with the name TOOL, but I don't think these were released externally as I said.

DVDPlayer software shuts down itself as soon as it realizes its running on a DEX model.

Thats why first mechapwn releases made DVDPlayer version dissapear from system information and caused the "DVDPlayer not setup"

I know I just said that I guess you can't remove them from the blacklist, but the blacklist is in the mechacon. Could some kind of mod to the mechacon remove the blacklist and turn DEX consoles into DVD players?
