On the ps2 classic compatibility list (for ps3) there is a row for "Driv3r". I'm not sure if it's a typo and refers to Driver or Driver 3, but it's listed as having "major issues". After a quick google search it appears that 'Driver 3' is referred to as Driv3r by fans, so there you have it the game is incompatible. This was not an official game released on the ps store, just someone injected it in this manner.
Yeah, the cops crashing in mission 2 is not what I would call "perfect."
There is somewhat of a performance improvement you can use with PS2 Classics (ps2_netemu) in the form of a config for that game, but it will still have the cop pathing issue present in mission 2. It improves the frame rate a bit, but it's still not as good as gxemu.

I didn't specify that I created the PS2 classic myself with the appropriate tool from my computer.
So if I run the PS2 classic a software-only emulator starts, while if I mount the ISO with WebMan the emulator that uses the GS physically present on my motherboard is used? But are they both emulators made by Sony?

Yes and yes. Both emulators are developed by Sony. ps2_netemu (the PS2 Classics/software emulator) is heavily based on gxemu (the emulator that does not emulate the PS2's Graphics Synthesizer), so many of the same issues present in gxemu will be present in ps2_netemu, apart from new performance issues in ps2_netemu.
You probably did not play much of the game yet, but you will not be able to pass mission 2 on that PS3 with either emulator.
