The thread you referred to is not about HEN but about HAN, another exploit altogether that preceded HEN & is now obsolete.
And in that context, "debug" meant the "debug mode" that could be enabled with the HAN Tools to install debug type pkg files, in other words the standard pkg files we often use for homebrew pkg, not resigned for HAN.
What the OP meant in that thread (which is mightily unclear unless you already know what he is talking about) was that you should never enable debug mode with the HAN Tools before launching/updating the game, that's all.
But in HEN, none of this is should be particularly relevant of course, those user options don't exist, or not as it was in HAN anyway. The only thing you should take from that thread is that updating a PSN game to the latest available version can solve a number of problems.

1. Assuming you activated the system through PSN then installed a valid rap file for the game appropriately, you should now have an official act.dat file & a valid rif license file in your home profile exdata folder (located in /dev_hdd0/home).
2. Assuming also that you don't use IDPS spoofing which could add another layer of complexity to the problem.
3. Assuming the PSN game's pkg is an official pkg & not a resigned/modded or otherwise tampered with copy.
4. What you may wanna try imho is look for the latest update pkg for your PSN game title, if there is one, download the appropriate pkg (match the game ids in case of doubts) & install it through the XMB Package Manager from USB storage (with HEN enabled).
Then after successful update pkg installation, try to launch the game & see if you still get the error.
You should try to stick to using only official update pkg files downloaded from the freely accessible PSN pkg update servers (no need for PSN login, pkg files can be downloaded anonymously).
