My ps3 is jailbroken firmware version 4.82 with cfw rebug 4.81.2

It would be easiest to use 4.84 CFW for PSN, but you could use SEN enabler to spoof 4.84 if you wanted. Also you should use PSNpatch or SEN enabler for stealth online to help avoid a ban, do some research into those apps.

TBH I find it best to create the account on PC, then just sign in on PS3, using that on screen keyboard is annoying You will still need stealth app and 4.84 CFW or 4.84 spoof.

So does that mean the sen enabler will trick the psn that i am on firmware 4.84 even im really on 4.81.2 rebug?

Basically yes. In theory this is not as stealthy as actually using 4.84 CFW, but it works.
