Try copying the PARAM.SFO from one game with similar settings and edit the title id, category, etc.

To create one PARAM.SFO from scratch use ps3sys.exe from the official SDK.

It worked in GAME DATA UTILITY, but it did not appear in the stores, even though it was a modified version of one of the stores' PARAM.SFO.
