How to set my forum account to 24 hours clock ?

I been looking at the user settings trying to find where to change the times that appears under the users messages
Instead of "Feb 22, 2017 at 9:06 PM"... to change by "Feb 22, 2017 at 21:06"

There is some way to change it ?

Currently there is not a way to change this per user... It is set by language from what Ive read... sorry

If Im mistaken, someone please correct me.
