On HEN all you can do is.. lower the resolution , set 480p or 576p ! I did not monitor the fps but GTA 5 seems more fluid to me in 576p. Some games may be locked to 30 fps no matter what you do . Lowering the resolution might prevent noticeable frame drops .

Intel removed the AVX instructions in the latest CPU series released a couple of days ago, but AMD added them in zen4, and the preformance increase in RPCS3 is around 30% when using AVX
So... right now the best way to emulate a PS3 is with a ryzen 7000 series because the AVX instruction set
But i dont know whats the minimal number of cores/threads required by RPCS3
