Hi, I think I got the same symptoms more than once. There's a Slim CECH2002A which doesn't appears to be alive at all. No standby red led.
Checked the PSU, output correct 5.5V and powergood signal.
Checked the Syscon(SW2-301) crystal, 32.7k Hz and a 19.92M Hz all looking great
Checked the Syscon(SW2-301) pin voltage. Pin 77 which connects to the Wifi module seems to be off from the good board, which should receive a 3.2V. I tried to bridge a 720Ohm resistor to a 3.3V voltage regulator output, but to no vail. Other than that, the only difference is power led output from Syscon is 0 voltage. Even the wire to POWER and EJECT button seems to have 3.3V.
Checked the Wifi module power IC(exposed outside the metal shield, marking says MRVL W886), found the voltage is a bit off than the good one(1.8V output instead of 2.0V, 3.0V output instead of 3.2V). Those voltage difference will be gone if I bridge Syscon pin 77 to the 3.3V with a current limit resistor.
Tried to connect syscon serial, no answer.
This happened to two of those DYN-001 boards so I believe it can be somewhat common. With the first one I took off the Wifi module(not very clean with a couple of ripped pads) but still no power LED on. Have anyone found similar issues?
