Only 1.2 V from regulator to HDMI chip (VER-001)

Hi

I picked up a CECHL04 (VER-001) that works fine, except for lack of HDMI output.

There was a short in the MN864709, so I replaced it. However, checking the voltages showed that there were only 1.2 V where it is supposed to be 5.0 V (pin 100 and others). It stays at 1.2 V all the time (during boot up, when running, when I try to switch to HDMI-display in XMB and when I connect och disconnect the HDMI cable).

So the regulator MM3348, gives out 1.2 V on pin 4. Pin 5 measures 3.3 V and I have 5.0 V on pin 8 (and on pin 18 on the HDMI connector), which I reckon is correct.

Can one conclude that the MM3348 is faulty? (And if so, what do I replace it with? Can't find the original).
The datasheet says that it "can be fixed to desired voltages in a 1.2 V to 5.0 V". What does that mean? Only other thing the regulator is connected to is the syscon (SW-301). Is correct voltage set from there? Are there other components involved in starting the HDMI chip? Is it supposed to always have 5 V or only when used?

Syscon gives by the way an 2022 error (and only that one) both before and after replacement of the MN864709.
