Maybe you could try if fortuna works for you as a last shot.

I don't understand your question, as OpenTuna and FreeDVDBoot are quite different exploits.

Honestly, at this point I don't know what's causing this issue for you. Anyway, to summarize this is the way you should perform tests:

1. Preferably use an empty MC.
2. Copy and paste APPS folder and copy and PSU paste of OPENTUNA-OPL-ULE-190-200-220-230.psu. (I'm guessing your console ROM is v1.90 as you can't run wLE on it).
3. Check OPENTUNA folder has 12/31/2099 as timestamp.
4. No USB nor second MC nor HDD plugged into console.
5. Don't set console in Japanese language, preferably set it in English language.
6. If OPL is not launched when exiting from browser, try to launch wLE by holding .

Ok, you can replace initial program that FreeDVDBoot exploit runs and then create your own disk. So, you can replace the initial program with any homebrew (e.g. OPL) as explained here: https://github.com/CTurt/FreeDVDBoot#replacing-the-initial-program---slim
