PS2 OPL Rev 940

GSM on this OPL rev is the only one that can disable the flicker filter in Gradius V (SLUS_207.12) and GTA Vice City (SLUS_205.52)

enable NTSC mode and check it out (regular NTSC mod, not progressive)

so hopefully it can be implemented in the newest OPL
