PSP POPS - External Configs and Ad Hoc Params

@Balllsiiid Hi. There was only ever one release of Racing Lagoon. The config works for both the original and English patched version of this release. POP-FE should patch either without any issue.

Alright I will step in a bit. So I did try both English Patched version and JP version it is indeed saying it corrupted when selected the EBOOT on XMB. So was thinking maybe what Acid did with adding pspconfig support to ARK-4 was the issue so I reverted to and older ARK-4 release before we added that but nada same results. I am using Linux for this I don't have Windows.

Flags I used:

### Have all prerequisites in pop-fe folder
`./pop-fe.py --psp-dir . <PATH TO CUE File>` (yeah I just make it on my HDD then move it over to my PSP afterwards) This has always worked for all other games I have previously tested.

Try the latest release.
I have changed pop-fe to NOT skip creating a PSTITLEIMG section by default.
This means that the games will only work on modern versions of POPS and not old ones
but the old type of EBOOTs has been restored.

I will try to be able to reproduce the issue to see what the issue is.

More configs:

Cyberia - fixes hang after intro FMV
Nickelodeon SpongeBob SquarePants: SuperSponge - fixes slowdown
Shockwave Assault - fixes hang on mission briefing with CD error message
Wayne Gretzky's 3D Hockey '98 - fixes hang/error upon loading into opening screens

...and a special one...

Star Wars: Episode I: The Phantom Menace (SLUS-00884)
- config fixes multiple freezes due SPU emulation, and ppf fixes textures not loading in correctly due to scratchpad addressing
- ppf provided and made by kozarovv, so many thanks to him!
- requires both config and ppf patch (Vita only for now!)
- kozarovv is also working on a solution for PSP for its SPU issues as well, seems to be almost ready

Hey, I'm not sure if theres something im just doing wrong but I have the v1 bin and cue files for SLUS-00884, put the ppf file in the ppf folder and the config folder in the psp configs folder of pop-fe and pressed convert, the game now has the character audio but the graphics are still completely messed up and I'm not sure why.

For context I'm using the eboot on adrenaline 6.61.

If you have it running would you be able to send the md5 hash of the .bin file so I can make sure I don't just have the wrong bin file.

Thank you so much!
