From my experience, it depends on the health of your NEC Tokins. For VRAM, 900MHz is the maximum.
For the core, 650MHz, maybe 700MHz if your NEC Tokins aren't too degraded.
To verify this, test a demanding game like Red Dead Redemption, The Last of Us, Metal Gear Rising Revengeance during a good hour. If you experience a "triple beep shutdown" in game, then your NEC Tokins can't hold your current core frequency. If so, you will see 1002 errors on your SYSCON log.

Nobody can ever tell you that. Not on CPUs, not on GPUs and for sure not on consoles. Like, yea an average value but never ever go straight to X when it comes to overclocking just because someone else with a similar model reached "this" on core and "that" on VRAM, especially when we're talking about PS3 where its set via firmware, basically hardcoded and when its not done via software.
unlessb ofc, you just ask for a nice exoensive door wedge aka bricking it on purpose. Literally every single piece of silicon is different and acts differently.

take the time and test every single step, so 650/700 650/750, 650/800 up to 650/850 (maybe 650/900 if it works and everything is still normal, then stop increasing VRAM and try more on core. Although I dont think there is a point to try anything higher than 650 on core on a 20xx. It's a waste of time.

Not that I know of, unfortunately.
If you are really stuck without being able to update through safe mode, all I can think of is to use a hardware flasher.

Hi guys! I have a PS3 Slim CECH-2503c datacode 0D that i bought from a second hand store, i updated it with the Evilnat CFW 4.90 OC version and runs flawless but now i wanna upgrade it to 4.91 but also adding more OC to the RSX so i was wondering if you guys can recommend me which OC is the best for this model. Thanks in advance
