PS3 PS1 Audio Glitched

I'm stumped trying to figure out what could be causing this issue. I am running overclocked 4.90 Evilnat, WEBMAN MOD 1.47.45, latest multiman. I have tried both ps1_netemu and ps1_emu. I have verified the checksums of my images compared to what is known online for both harry potter and the sorcerer's stone and star wars the phantom menace. Both experience heavy audio glitches. I have tried with cobra disabled, on a different firmware entirely, and on 3 different PS3 systems. It doesn't matter if it is packaged as a PS1 classic or as a bin/cue combo.

Test areas:
Phantom menace - go to the hallway with the exploding ship in the first level. You will hear the audio for the background music cut out randomly.
Harry potter and the sorcerer's stone - literally just launch the game, wait for the narrated intro to pass, harry willl load into hogwarts and the audio is all kinds of messed up. dumbledore doesn't even narrate his first lines!

I really would like to figure out what is going on here.
 
There are 5 additional things that you could test:

1- Storage type from where the PSXISO is executed:
- NTFS / exFAT uses the rawseciso.sprx to read the ISO
- USB drives in FAT32
- Internal HDD <= this usually gives the fastest throughput

2- Fan settings:
I have experienced audio issues caused by the fan payload. You could try changing to SYSCON mode or try manual with a slower fan speed.

3- Make sure that other plugins are not running in memory.
- Check that only webMAN MOD is loaded by boot_plugins.txt
- You could test unloading webMAN MOD after mount the game.

4- Try loading the PSXISO with a different backup manager.
- IRISMAN uses a payload developed by Estwald when the PSXISO is loaded from the internal HDD
- multiMAN uses another payload developed by DeanK when the PSXISO is loaded using multiMAN mode (not mmCM)
- webMAN MOD uses the same Cobra payload used by mmCM and IRISMAN for PSXISO loaded from NTFS

1 - I have tested with internal 7200RPM HDD and external USB flash drive. Issue persists in both games
2 - I would assume disabling cobra and removing webman would remove this element entirely. It did not make a difference with or without fan control
3 - There are no plugins being loaded. It is a bare webman mod installation
4 - I have tested with Webman MOD and Multiman. I have not tested with IRISMAN but will do that now. EDIT - tested with IRISMAN, same thing
5 - I have even tried force_newemu option in pop-fe and the problem still persists in both games
 
One last thing to test could be to defragment the external disk. However you mentioned that it also happens with the internal HDD.

If the issue does not happen with other games, it could be an issue specific to those games.
Other than that I cannot think of other possibilities.
 
That is why I'm hoping others can test to see if mine is an isolated case or these are truly incompatible games. I have a hard time believing two games selected at random do not work.
 
So I installed my PS1 classic version of Phantom Menace and proceeded to downgrade to 2.80. I launched the game and guess what, perfect audio. Something was broken with the introduction of cobra and/or other firmware changes after 2.80. My next test will be on 3.55

I'm currently playing a PAL PS1 disc of Harry Potter and the Philosopher's Stone on my CECHC04 PS3 and I'm experiencing exactly what you described. I initially thought it was an issue with the disc, but it runs perfectly without this happening on my PSone system. A while back, after experiencing major issues trying to run a PAL PS2 disc of True Crime: New York City on this same PS3 and it being literally unplayable, I consulted the internet and found that the PS3's software emulation for that game just doesn't work properly. I wondered if that was perhaps the case with Harry Potter and after seeing your post here, I think that just might be the case.
