Make dvd disc image with desired homebrew (mode1: 2048; ISO9660+UDF v1.02; proper SYSTEM.CNF), then prepare fake package for PS4 with emulator like in case of any game. Maybe it will work.

and access to usb? ps3 not have a proper n64 emu... and i see a video about ps2 core (or standalone called deadalus). i hope the project n64recomp (a static n64 recompiler tool) be ported to ps3/ps4

I managed to play HL: Blue Shift v1.20 from 'moddb' on PS3HEN by mounting the game (mod) .iso on windows, open UltraISO --> New --> PS2 CD Image, select SYSTEM.CNF and save. Convert .iso with ps2classicsGUI and transfere/install it to console.
