PS3 Restore PS3 fat without dvd drive ?

Hello everyone, could i somehow restore a ps3 without its dvd drive?
I found a ps3 on the side of a trashcan and is was half disassembled, no hdd and no hdd.
I'm trying to restore its software using a usb and a extra hdd i have laying around, so far i got a 8002f281 error.
I have formated the hdd to ntfs so it initializes itself, nothing. So i did the 30gb trick where i partitioned 30gbs and had it formated as fat32 and still nothing it seems.
I have looked around the internet and everyones saying that the dvd drive is needed.
If so, is there a way to bypass it?

Nobd firmware, but it's not ideal, because it's restricted, like iso games not working. It's possible only packages work.

Where do i find nobd firmware? i dont think i can flash it cuz it isnt modded or anything.

No. The BD drive needs to be connected even when its not working or is not married to the system. Even the nobd firmware will not work without it.
