RDNA2 doesnt exist yet in consoles either :PPC only supports RDNA1 and not RDNA2 the next gen consoles will be real beasts and AMD is going to create its own RT system for PS5 and xbox.
The biggest feature of RDNA2 is the raytracing (and the Variable Rate Shading)... and the fact microsoft and sony was involved in the development of AMD RDNA2 means that they paid a part of the delopment costs. Is a "win win" situation for AMD, the truth is AMD have the monopoly of high performance APU's and they have the 2 biggest console manufacturers grabbed by the nuts (and apple too iirc, and soon there are going to be hundreds of laptop manufacturers using AMD APU's)
In previous generations the console manufacturers signed some kind of contract to keep some exclusivity for a technology, at least for the first or couple of years of the platform
But this time im not so sure if AMD is going to acept signing any exclusivity of that kind
My bet is AMD is going to release APUs with the same technology than the consoles, only a few months after release (or maybe even sooner)... mobile APU's first... and desktop APU's next
With RDNA2, raytracing and all the fireworks... this is going to hit the console sales a bit
What im trying to say with this is for AMD is the same stuff PC or consoles, his goal is to distribute the RDNA2 technology as much as posible
And the goal of the game companies is to have a game engine (development enviroment) where they have 3 buttons that tells:
[compile for PC]
[compile for PS3]
[compile for XBOX]
Thats the wet dream of game companies, i bet some of them are very close, but the only way to achieve this is by standarization, so dont expect too much "magic tricks" in the next gen of consoles and much differences in the architecture in between them, they needs to follow the standards
