SEN Enabler works, but is basically unusable

I just recently decided to go online with my PS3 which is running Rebug 4.81. Downloaded the latest SEN enabler, used the ENABLE SEN ACCESS, and restarted my unit then hopped online. I have always used this method in the past with no issues, but granted, I don't spend much time online. Anyway today when I did this, the speed of the internet is astronomically slow. When I run a speedtest, the test stops after determining the nat type 2 and says The router in use might not support IP packet fragmentation.

Anyone have any idea what is going on?

How can you go online if not on latest 4.85?
No matter what use Rebug Lite 4.85
