I think that you can't run any PKGs because the BD drive is not married to your console.
Have you tried to install this NoBD CFW?

THIS IS THE FIRMWARE THAT SAVED ME (Was still a LOT more to bring it back to 100% though so THANK YOU!) None of the other NoBD firmwares worked.
If you install that CFW, you may be able to run any PKGs and be able to remarry your BD drive.
I was able to fix the issue. Below is what I did that worked on 3 units.
Here is the story.
I downgraded, using BG Toolset and installed 4.89 Evilnat. From here I normally QA Flag but all I got was a black screen, it never came back to the XMB. The same thing happened when I tried opening Rebug Toolbox and when trying to open MM. This happened on all 3 units, the PS3 was VERY slow to read the data on the USB. It took over 45 seconds for the information to show up when I went to Install Package Files and also when going to UPDATE VIA USB from the XMB.
Here is the fix and I did this ALL from the XMB, nothing in recovery mode.
1. From a fresh installation of Evilnat 4.89, directly after BG toolset patch. Installed Rogero Downgrader 3.55/9.99 (After doing this I could not install OFW 3.55 because of the blueray issue.
2. Patched OFW 3.55 to syscon 9.99 (This was the ONLY way to get it to work)
3. Installed No Bluray firmware - (The size was 174,671kb, I think it's the one in the link GuilloteTesla gave me. I don't remember what the original name was). I have 4 different NB firmwares and tried them all and this one was the ONLY one that would work.
4. After I installed this, I WAS able to QA Flag and install and run Rebug Toolbox. The other NoBD firmwares would not allow it so this was the only one that allowed me to get them working.
5. Installed Rogero Downgrader AGAIN, Yes again, now that QA Flag was on it allowed me to take step 6
6. Installed Rebug Lite 4.85 NoBD (The No Bluray firmware)
7. Followed instructions to marry the new bluray board (they are in the forums here)
8. Because the system was still on a Syscon changed firmware, the 9.99 I had to install Rogero Downgrader again but THEN I had to install the Rogero 3.55/3.7 firmware to rehash. This allowed me to install 3.55 OFW
9. Installed OFW 3.55 - Restarted, everything worked.
NOTE: Because the OFW 3.55/9.99 was installed, I couldn't even install the newest official firmware 4.89. The Rogero 3.55/3.7 MUST be run to eliminate the 9.99 syscon.
Now, I did this on 2 other units that were having the same issue, I've been holding onto these boards for so long because I thought it was a lost cause but since it worked on the first one....... I was so excited, I was up until 2:00 AM trying different avenues and firmwares and using the Syscon changer 2.0 to see if there were different ways to do it... There was not so...
If you have symptoms like the below, this method works 100% of the time.
1. Can't Toggle QA because it goes to the black screen and never goes back to XMB
2. Can't run any installed package files without the same happening.
3. PS3 appears not to read data on USB stick - after about a minute, the files show up.
If you need any of the items I listed, let me know and I can also make a better tutorial with a video the next time I get one.
