To begin, this is sort of an educational post. I do not claim to know everything nor do I claim to know how to do everything. This is my personal findings and testing to the ps3 original fat model when I noticed my fans were always at 50 percent (jet-engine). So I took some time, redid the thermal pasting, the following is my observations and slight suggestions to those who seek fan/temp control using webman. (Information changes during the post as I learn new information about how to actually use this system so bare with me and my ramblings.)
Beginning temps of the test (xmb idle)
CPU - 64c
RSX - 57c
Thermal application:
Corsair XTM70
Spread - Pea dot in middle (slightly bigger than average pea dot to make sure area is covered properly on both chips)
Current Config on fan before test:
Dynamic fan control enabled
Set on Auto #2 (uses preset fan curve from webman team)
Lowest fan speed box checked and set to 35-45% (this does not change Auto #2 as you will soon read)
First five minutes:
RSX - stayed still at 57c
CPU - was blinking between 64-65c (current is 65)
Fan speeds stay at 39% unless CPU gets to 65 (current 39%)
Ten Minute Final:
RSX - no change, stayed steady at 57c
CPU - was still blinking between 64-65c (current is 64)
Fan speeds - same results from the first five minutes (current 41%)
Full review during test:
First five minutes in, there are occasional spikes between 39-41% making it slightly louder for a moment before dying down every 1 minute - 30 seconds that passes. My assumption is it's trying to make sure CPU doesn't exceed 65 - prob will set lowest speeds to 30 percent instead of 35 so constant throttle between 39 and 40 isn't a thing. (It sucks when there's not much info on this so you look dumb doing it to figure out the system) Will see how temps work with that after the first test.
After the full ten minutes, I've figured its the dynamic curve just bumping 1-2% based off the CPU fluctuation and the current configuration to my lowest percent set on fan speed. (nope) Will do another five minute test setting the lowest to 33% instead of 35%.
Another five minute test with the new fan configuration, setting the lowest to 33-45%. Unfortunately this did not change the final result, though it favored the 41% more often at first, it still throttled between 39-41% every so often. The temps are still the same result to the first ten minute test as well. At the end of it I can only assume one of two things - 1. I need to add an outer line of paste to the CPU chip which I shouldn't but you never know with spreading. (do NOT actually do this, it's just me thinking aloud. There's no reason for more paste.) 2. It's just an old chip and will always get this hot. The RSX current as of writing this is 55c and the CPU is 65c still in xmb idle.
If you don't like change in subtle sounds like me, you'll more than likely use Auto #1 instead so there isn't the roller coaster sound of fluctuation, with having the fan speed set at base of 33% - 45%.
After some thinking of how webman actually works and looking around the system. Adjusting the lowest speeds in fact did nothing (bingo) since it uses the pre-made fan curve. The fan speeds I was adjusting seem to be only hooked to Auto #1. With that being said. Personally, throw Auto #2 out the window. I can't take the roller coaster throttle anymore.
End verdict:
Not reopening the PS3 again, use Auto #1 instead of Auto #2.
My Auto #1 Settings: Auto at 65c, Lowest fan speed set to 33%-41% (so it doesn't sound like a jet-engine)
Final temps (current as of writing):

RSX - 55c
Fan speed current reading - 40%
Ok so the "lowest" doesn't mean the lowest in general apparently on the fan speed setting. It means "fan speed in general" .....Given I was under the assumption it was just "set the lowest u want" speed.... The new fan speeds set between 33%-55% to give the system headway under load.
Edit: This is of course for the webman mod just wanted to clarify for anyone unsure.
