This is a solution for grabbing ACT.dat and IDPS.hex from your PS3 Super Slim on HFW 4.86.1 with HEN installed.
There are three things you will need to make this happen. 1. On your PS3 you will need WebMan MOD.(I use the latest version) 2. On your PC you will need Filezilla and finaly 3. On your PC you will need a hex editor (i use HxD it's free).
Steps.
1. Ftp to your PS3 using Filezilla and go to dev_hdd0\home\0000000x\exdata and from there download ACT.dat to your pc. (folder 0000000x can be 00000002 or 00000003 etc.)
2. On your PS3 go to Network\Hybrid Firmware Tools\Dump tools\Dump IDPS.
3. You will have to make IDPS.hex yourself. On your PC once again Ftp to PS3 using Filezilla then go to dev_hdd0\tmp\ and from there download the hfw_settings.log
4. Open the hfw_settings.log using any text editor (I used notepad) and copy the IDPS number.
5. Open the hex editor (I used HxD) go to file, new and then paste your IDPS number.(If program says that the file size will change simply click YES) then go to file, save as and name the file IDPS.hex.
6. That's it now you have backed up both ACT.dat and IDPS.hex.
