What is wrong with debug pkg?

Guys please help me. Whenever I try to install a PKG file, which is not resigned by habib's tool, using debug pkg enabler, my ps3 reboots. It also tells me to connect the controller to the ps3 using the wire and press PS button to continue. After that a screen comes saying that you might have to reinstall the firmware.

Are you sure that your pkg is debug?

Actually the instructions of the pkg read " enable debug pkg"
