PS2 Windows won't let me open OPL Manager.

Hello.

I downloaded OPL Manger from the website. I extracted the files, ran the application with admin and then i got the message: "Microsoft Defender SmartScreen prevented an unknown application from running. Running this application may put your computer at risk." I am running windows 10.

I clicked on the "additional information" button, showing me there was no official publisher and also giving the option to open the app regardless.

I have seen this app being used by many, but after doing some research and all the ps2 home forums being unavailable for me i still wanted to ask the smart people here just in case something would happen.

SmartScreen is flagging it likely due to the no official publisher information it has, or rather doesn't have. As long as you downloaded from the official or other reputable source, you're absolutely fine. You can even scan the file with your anti-virus and/or the free version of Malwarebytes to help put your mind at ease :)

SmartScreen is overly cautious, alerting you even when you are attempting to run a perfectly legitimate application. Really nothing to worry about; it just doesn't recognise it as it might say, an application from Adobe or Google. Again, as long as you got the file from a legitimate source then there's nothing to worry about vis a vis SmartScreen alerts.
