PS3 Bypass potential region lock with HEN? (Error 80010514)

I have an odd Asian English release of Toro Let's Party on disc and it's the only game I have that doesn't read on my system, giving a generic 80010514 error when trying to boot it (XMB loads it up just fine with the background and icon video). I found one person on reddit with the same issue, but that's the only other comment I've seen on the English-speaking internet talking about loading the game. Disc itself looks good with very minor scratches.

Just in case there's some region restriction or something on it, is there anything I can enable in HEN to bypass this? I thought the only region-locked PS3 games were those Persona spin-offs so I'm not sure what the console does when you try to launch a region-locked game, but I figured this was worth a try if HEN can do something about it.

The only region locked games for the PS3 are Persona 4 Arena and Joysound Dive (the latter was only released in Japan and is no longer playable because it was online only and the servers are long gone). It is still region locked when it comes to backwards compatibility with PS1 and PS2 games.
Anyway a region error does not result in a generic code, it actually says it's region locked (tried it personally with Persona).

It could just be a disc read error, even if it's not visible. Try ripping the disc to ISO using multiMAN. If it rips successfully then try playing the ISO and see if it works. If the rip fails, well, at least you know what the problem is.

Thanks for confirming the region lock error is unique, gonna send it off to a buddy to check who has 3 PS3's and can professionally buff the disc if necessary (not great to do with blu-rays though since you have to get rid of the protective coating).

Try to rip it with multiMAN first to verify that it's indeed a disc issue.
