Downgrading is not a specific feature, it's only the name we give to the installation (via the standard system update) of a firmware that's older than the currently installed firmware.
When QA is disabled, installing an older firmware is not possible.
When QA is enabled, you can install any firmware version as long as your system supports it.
If QA is not already enabled, toggle it with a QA toggler & reboot the console to apply the changes. It is usually recommended to keep QA enabled at all times, not just for the extra features it provides but also because downgrading can be helpful when trying to solve certain issues.
Once QA is enabled, you can just install the Rebug REX 4.84 PUP from USB mass storage using the standard system update feature either from the XMB or from safe mode, up to you.
And just to clarify, REX & D-REX are basically identical CFWs with only one difference, in REX the default kernel is CEX while in D-REX the default kernel is DEX.
You may then ask why releasing 2 CFWs if they are the same?
It's mainly because after a switch to DEX mode using the Rebug Toolbox, you can no longer install or reinstall any CEX firmware (CEX kernel), the system update will only accept a DEX firmware (DEX kernel) & vice versa, in CEX mode, you can only install/reinstall a CEX firmware.
Say you install Rebug REX & switch kernel mode to DEX, then after a while you wish to install Rebug Lite 4.86, you would have to switch back to CEX mode before you can install Rebug Lite.
Now imagine for instance what would happen if you got a hdd failure while in DEX mode, you would have to reinstall the firmware but you would only be able to install a DEX firmware, reinstalling Rebug REX would fail, that is the kind of situations where D-REX comes in handy!
In short, Rebug provides REX & D-REX in order to
1. protect users from the potential consequences of kernel mode switching
2. provide users with flexibility
