PS3 HELP! PS3 WONT POWER ON AFTER SHUTTING IT DOWN

So this is a weird problem, but my ps3 super slim, won't power on after I shut it down. Yea that was gramatically correct, Every time I shut down my ps3, I have to unplug it for some minutes to be able to power it on again. If I don't, I get no display, no sound etc. I have tried changing hard drives, or using no hard drive at all (I have the 500gb version with no internal flash) so I know that it is not a software problem. Or is it?? O have also tried AV but nothing. What happened??
 
If you have a voltmeter you can run a few tests were the metal pins stick in to see if your PSU voltage is right. Should be 12 volts.

Sorry double post. Forgot to add you can also run the test on the 4 pin PSU control connectors that are responsible for turning the console on/off. They should have their own voltage one 5v and the other 3.3v from what I remember. You can check on psdevwiki for more accurate information.
