Also sometimes it won't let you downgrade too far back in one go. Try installing an older CFW (3.55 would be a solid choice), then set the QA flag again and downgrade further. If you want to end up on an old OFW then only install OFW on the last downgrade.

Also make sure your console can take 2.30 firmware (use MinVerChk). Theoretically should be OK on a CECHH but if it's been serviced its motherboard may have been replaced.
Also make sure you're not using DEX firmware.

Never install OFW DEX firmware on a retail console - it will brick it and you will need a hardware flasher to rescue it. Flashing Rebug D-REX is possible if you've previously converted to DEX mode.Hey, maybe a debug update would work?
