PS3 No applicable data found after formatting drive

I was using evilnat for a couple of months but i recently wanted to try and run Red Ribbon Linux on my ps3 slim. I installed Rebug 4.81.2 D-REX but i couldn't get my mouse/keyboard to work so i wanted to go back to evilnat and forget about red ribbon. When i tried to get into safe mode, petitboot would load instead of the safe mode. I then enabled the recovery menu toggle to try and reset my ps3 to OFW but i got the "No applicable data found" so i popped the HDD into my computer and formatted it using GUIFormat FAT32. I put the drive back in but i still get the "No applicable data found"... I've tried everything... i am not using a usb hub, i tried 3 different usb drives, and also tried unplugging my controller after doing the START+SELECT combo, and I seriously don't know what to do.

You must first convert back DEX to CEX. You cannot install DEX fw over CEX fw and vice versa.

still nothing... I tried both the evilnat and rebug and still the ps3 can't find the file. but when the console is checking for the file, my usb starts flashing so it's reading it right ?
You said in your first post you tried 3 different USB drives, so I would focus on the one you used to install Rebug previously when you wanted to try out Red Ribbon Linux.

FAT32 file system partitioned as MBR? It must have been at some point for the PS3 to read and install the PUP.
X:\PS3\UPDATE\PS3UPDAT.PUP as the file path? Again, it must have been at some point so it's puzzling that now it won't read a DEX PUP which is what the PS3 is expecting since you didn't convert back to CEX. If the drive starts flashing then yes that's an indicator of reading it or at least trying to, but somehow not able to.

I'd make sure that all 3 drives are formatted FAT32 with MBR and the firmware's file path are correct. I'd check the MD5 hashes of the Evilnat and Rebug PUP files, once they're ready to go on the USB drives just in case that's an issue but likely not. I'm puzzled to be honest.

Conversion between CEX and DEX doesn't mean installing fw. It is step two actually. First You must mess with eEID and TID in IDPS or else fw will not be even recognized.
