Noise on Capture card

Everytime I pull up rebug or Multiman while plugged into the capture card on my computer I get this horrible kind of rumbling white noise. But when I play or regular game or on xmb its fine. Im on Rebug 4.86. When it was plugged into the tv it all works fine as well. I cant begin to think of what the issue is.
