PS3 Problem with restoring file system in safe mode

Hey guys
First , I have to say that I was far away from PS3 hack scene for about 1-2 years and I didn't use my console too .
Today , I downgraded my console from 4.80 firmware to 3.55 ofw (by Rogero 9.99 downgrader and ...) to clean install 4.84.2 Rebug cfw .
After installing 3.55 ofw , I did a "Rebuild Database" in safe mode without problem , but after that when I tried to do a "Restore File System" , after booting up , I got this error :

"An error occurred during the restore operation. The system storage must be formatted."

I saw this error before , so I choose "yes" to format internal hdd. But problem is another thing !
After installing rebug cfw , I tried to do those rebuild and restore options again (I felt that something was not right ! :| )
So I did rebuild database again (option 4 in safe mode) , but when I did a restore file system , It showed me that "hdd must be formatted" error again !!!

Am I doing anything wrong ? Should I do restore file system first and then rebuilding database ? Or there's something wrong with my hdd ?

sounds like the hdd to me. do you have a spare to test?

you mean another hdd ? I don't think so , but if I don't find any solution , have to buy another hdd.
but just don't understand ! the hdd is completely unused ! bought it 4 years ago (1tb) , but as i said i never used my console that much...
Is there any other way to give it a test ?
 
okay ...
now I did those steps again (1.rebuilding database 2.restore file system) but this time , I got no error !
so now , what I'm gonna do is , to do it again xD ! just wanna make sure that the problem is not from my hdd ...
