Did you permanently change the PSID/CID? I believe only the PSID is allowed to be random, and the CID is ONLY WORKING FROM LEGIT PS3 FLASH MEMORY. Also, it is not the PSID/CID but rather the Target ID that needs to be set. So the target ID might be part of the PSID, which means any auto-PSID-patcher (such as webmans setting) may be setting your target ID to 0x84 automatically. Hoe this helps
PSID has nothing to do with Target ID. PSID is an offline activities ID for the PS3 (This is why clearing the consoles log is important). NP ID is online activities ID (Unique to your PSN Account). CID is the consoles actual ID that is used to access PSN in combination with your account ID (NP ID)
