As I said in my previous comment, you need a delid. Now that I know how to do it properly (^^), I can only recommend you the same. Talking about fan blades, 15 or 19 are totally irrelevant when we are talking about a BC PS3 with that old and disgusting PSU that overheat more than my oven, and without even talking about the processors that are playing beach football in some hot caribean beach.
Examples:
CECH-E, running with a mediocre thermal paste: hits 70ºC on idle and the RSX is way cooler, 65º, due the CELL being under the damn oven. I'm gonna delid it today, and use some MX-4.

At this point using a bad thermal paste is the same as using both processors with its original paste. See what's going on?
This guy is a PS3 expert, you shoud see how he works with those motherboards. Also, you can use a metal sheet like that I took from a calendar (2020 lol) to make it quick and safe, I did it and I'm standing here like a survivor hahaha.
