The website works fine & the Toolset loads at my end (see attached screenshot taken from a slim 25xx connected through WiFi a few minutes ago).
Given the fact you haven't posted any screenshot of the logs, I cannot say at which stage the Toolset failed to load one of its components at your end. All I can tell you is that the "access denied" error message means the php server detected something wrong in a query it received.
It could be caused by various things such as
1. Using no valid security tokens in the query. For instance, attempts to download secure files with a direct query or from a page based in another domain or reusing a secure file from an earlier or a different session etc.. will lead the server to deny access to all requests.
2. The client IP is checked at each request & depending on the setup (VPN, proxy, aggregation etc..), the IP check might fail.
3. Network issues caused by a bad router config or simply by an unstable Internet connection.
In short, assuming you are accessing the official domain directly (** www.** ** www.ps3xploit.net > D... (NEW URL = http://ps3toolset.com)/bgtoolset) from an OFW 4.87 PS3 browser, if you are using a WiFi connection, try ethernet instead. And if it still doesn't work, use your smartphone's mobile hotspot to feed Internet to the console.
