Super Slim heatpipe screw doubt

Hello, i recently bought a second hand PS3 super slim and the fan was making some loud (not extremely loud) noise after minutes turned on, so i have cleaned it and aplied a new thermal paste.
The same fan noise again.
I oppened again and noticed something.There is a piece with a screw on top of the board, which press the heatpipe down to the RSX. The problem is, the metal piece where the screw goes do not stay all the way down, there is a gap, feels like it wasn't applying enough pressure to the RSX, making the heatsink a bit loose too. Now i'm thinking this can make the RSX overheat and that's why the fan kicks too soon.
Can someone confirms if that piece is supposed to be like that? If don't, what can i do?

Ok, i thought it was something custom made :D

To me it looks fine, that small "bump" at the base of the triangle is what presses the heatpipe to touch RSX
 
I mean...
The RSX pipe is soldered to an small squared piece of copper that is aligned exactly with that "bump" in your photo, i painted it here as a blue square, and aligned to them there is another screw (not visible in your photo)

All the pressure is located in that small "bump", and the responsibles of it are the 2 screws... but that screws doesnt allows to any regulation, you just need to screw them to the max (do it gently but do it tight)

I was concerned because this heatsink (photo) feels a little bit loose when i touch it, and when i press the bump with screw (which i circulated in the previous photo) all the way down, the heatsink feels tight and fixed to the place. You known if this is normal?
