Does this make sense to you guys?
2.16 as minimum fw version on a 2504x?

2.16 was only on small part of CECH-K. 2.16 lack of needed "drivers" for slim ps3. Every min praxis is based on needed software for new hardware. I don't think that is possible, even if console was refubrished or is after guarantee service.

You get exactly that image:

BTW. Even CBEH1700 can't have this minver.

The lowest expected firmware version for a 2504x is 3.40.
Look at the table on the 1st link I gave you.
Maybe a refurbished console can have a slightly lower fw version than 3.40 but not such an older fw as 2.16....

even my fat cechl02 only goes as low as 2.45. Strange happenings indeed lol

cecha01 will go to 1.00 ;)

Maybe someone perma swapped idps... My 2001's minv is 3.20 now due to 2101's idps

It will fail on dump checker if that's the case atreyu187 can tell you all about it
